Found via Boing Boing, an article in the Army Times refers to the subhumans preying on the victims of Hurricane Katrina as "the insurgency'. Boing Boing seems to take offense at this, but I'm in 100% agreement with the article. Those who are looting, mugging, and murdering in the madhouse that Katrina has left behind deserve to be called that, and worse.

And by the way, when American citizens turn on their fellow citizens and kick them while they're so far down they'd have to climb up to see the bottom, those Americans become the enemy first and Americans second. Normal, decent Americans don't shoot at National Guardsmen. Shit-sucking enemy scum does.

This is the problem: When the public screams for a Federal Response, including troops, to restore order, they aren't prepared for what that really means. The military is there to defend the country from enemies that are external. The municipal, county, and state agencies are responsible for domestic order and security to protect the people.
When you ask the Military to step in and take over the role of the Police, which is something they are not trained to do, you have to be prepared for the possible consequences.
To follow your reference to Iraq, I’d like for you to consider this. If we had MedEvac flights that were evacuate patients from a Hospital, and snipers started taking potshots at the choppers, then it should take much to imagine the response. I’m pretty sure; an attack chopper flying cover would identify sniper’s position and silence him with a health dose of 20mm gatlin gun fire.
No matter if they are Black, White, Hispanic, Rich or Poor, hooked on Crack or Asprin: The moment they started taking potshots at rescue choppers, all bets were off. They crossed the line. Obviously, if they were healthy enough to aim a rifle, they were in better shape than the people in the hospitals that the choppers were trying to get out.
So, if you want a military presence, you’ve got to face the cold hard fact that you are putting troops in harm’s way and they will defend themselves.

When I heard that the NG, feds or whoever took out 5 of these scum, I was thrilled. Hurray for Martial Law.
