Thank you, 213.24.42.68, for your meaningless comment on a post written back in the stone age, so that you could advertise your stupid product... whatever the hell it may be. What made you think anyone is going to see the comment except me, and what made you think I am dumb enough to go look at your ad?
I love the smell of comment IP banning in the morning.

Or do you mean blacklist as a program? I know our fearless leader Pixy has an extensive list of troublesomes banned at server level, and I add in my own when I find them. I've just decided to start making it public, as when I find notices of banned IPs on other blogs I take notice. Might as well share, huh?

I thought so, Pixy, but I wasn't sure of the actual real name for it... I took Goddess's reference to blacklist as an action, not a program.
As usual, the Pixy is right on top of things. :)

They know no one will actually see the comment; they could care less about that -- comment spammmers are Google-bombing. The more sites that carry a link to their page, the higher their ranking in Google.
